Headwinds averaged 20 to 25 miles per hour while the Dirty Kanza 200 riders were headed back to Emporia from the second checkpoint in Eureka . DK 200 winner Ted King covered an average of 17.44 miles per hour . At that speed , a headwind of just 5 miles per hour would cause him to expend about 500 more calories per hour than if there was no wind , according to cptips . com .

WORKING TOWARD A SOLUTION

There is still no definitive answer regarding education funding in Kansas , but work is being done to address the issue .
“ To say there is a lot of work being done behind the scenes is a pretty gross understatement ,” Representative Don Hill said . “ There is work that I know of that is being done by legislative leaders . There is work that I know of that is being done by the governor ’ s office . There is work that I know of being done at the Board of Education . There is work being done by legislative staff and there is work that I know of that is being done by interested parties — including those representing the plaintiffs in the Gannon case .
“ And I ’ ll end that , there is work that I know of being done by those who are the detractors of the court and those who do not want a special session but would rather force a constitutional crisis .”
A special session to address how to fund education equitably can be called in two ways . The first and easiest way is for Governor Sam Brownback to call the special session , which requires 10 days notice to legislators . He has yet to call for a special session .
If Brownback fails to call a special session , then legislators can petition for one . This would require two-thirds of both the House and Senate filing a petition . “ To do that petition is some-

NRH BEGINS PROCESS TO BUILD NEW EMERGENCY ROOM

The Newman Regional Health Board of Trustees held a special meeting on Monday regarding bonds needed to replace the emergency room at the hospital .
Recent changes to legislation regarding bonds have required the hospital to address coming changes at the same time the hospital is ready to move forward with the emergency room replacement .
“ In 2010 , the board did a hospital strategic plan that included an eventual replacement of the emergency room ,” Chief Operating Officer Bob Wright said . “ At our board retreat this year we began to look at that phase one , which is the replacement of the emergency room

QUESTIONS LOOM ABOUT EDUCATIONAL FUNDING AND BUDGET ISSUES DURING FORUM

Jeff Longbine , 17th district senator , addressed both Representatives Don Hill and Peggy Mast at the end of the final Legislative Dialogue forum Monday evening at Flint Hills Technical College .
After giving updates on the legislative matters and answering questions from the public , Longbine wanted to thank Hill and Mast for their service , as both will be retiring at the end of the session .
” I would like to take a moment as the possible senior delegate here to thank Don and Peggy ,” Longbine said . “ This is quite likely their last legislative forum . While Don , Peggy and I haven ’ t always agreed , there is no way I can question their commitment to the job and their commitment to their constituents . I want to thank them both for the amount of time and effort that they have put forward to represent the district .”
The state is now millions of dollars in debt and the Kansas Supreme Court has made a ruling requiring more money for K-12 education . There is no word on whether Governor Sam Brownback will call a special session to address these issues .
The state may have to add $ 40 to $ 50 million to satisfy the court , but some lawmakers have said they want to defy that ruling .
While Longbine said it was great to be home after the session ended last Wednesday , he said his work on the issues is far from over .
” The Supreme Court found the equity portion of our LOB formula to be unconstitutional . The changes that were made late a session ago and early this session ,” he said . “ There is a lot of discussion about
