SUMMARY
The U . S . Department of Commerce ( Commerce ) has analyzed the case and rebuttal briefs submitted by interested parties in the administrative review of the antidumping duty ( AD ) order on certain quartz surface products ( QSP ) from India . 1 The period of review ( POR ) is December 13 , 2019 , through May 31 , 2021 . For these final results , we continue to find that Pokarna Engineered Stone Limited ( PESL ) did not make sales of QSP to the United States at prices below normal value during the POR . Additionally , we continue to determine Antique Group ’ s final margin based on the application of adverse facts available ( AFA ). 2
We recommend that you approve the positions described in the “ Discussion of Issues ” section of this memorandum . Below is the complete list of issues for which we received comments and rebuttal comments from interested parties .

In the underlying less-than-fair-value investigation , Commerce found Antique Marbonite Private Limited , India ( Antique Marbonite ) and its affiliates Shivam Enterprises ( Shivam ) and Prism Johnson Limited ( Prism Johnson ) to be a single entity ( collectively , Antique Group ).
