On May 11 , Gov . Jerry Brown released his May Revision of the state budget proposal . There were no big surprises in his updated proposal , and now the negotiations begin in earnest between the governor and both houses of the Legislature .

Brown stuck with his January proposal to fully fund LCFF ahead of schedule . This was applauded by ACSA Executive Director Wes Smith , although Smith also urged looking forward to bring California education the resources it still desperately needs .

ACSA leaders convened in Sacramento May 10 for the final Leadership Assembly of 2017-18 . In addition , incoming region presidents and presidents-elect , committee chairs and council presidents met on May 9 to get up to speed on their duties for the 2018-19 year , the region vice presidents for legislative action met , and the ACSA board of directors met May 11 .

One of the key items of business the Leadership Assembly undertook was to elect a new vice president for the association . That new vice president will be Ron Williams , superintendent of Victor Valley UHSD . Williams now is in line to become president of ACSA in 2020- 21 . For the coming year , Lisa Gonzales moves to the office of past president ,

“ Governor Brown ’ s pledge to fund the Local Control Funding Formula ahead of schedule and the proposal to increase investments in the Statewide System of Support is proof that he remains committed to student success ,” Smith said . “ But the budget negotiated in the state Capitol must consider putting more focus on establishing higher LCFF targets for all districts , addressing funding inequities in special education while providing as much one-time discretionary funding as possible .”

Williams has promised to help ACSA “ to provide a vibrant voice to the public education discussion , and prioritize continued efforts to deliver the tools ” school leaders need .

Besides the election , ACSA leaders were kept busy throughout the day . They provided their input on ACSA ’ s strategic plan and on the state Systems of Support for school districts . They also received updates on equity in education , federal advocacy , the state budget and legislative situation , and ACSA ’ s new Fatal School Violence Task Force .

With the work in this meeting the delegates are set and ready for 2018-19 .

Revision gives lawmakers a clear view of what the governor wants to accomplish in the final year of his last term .

“ We see an opportunity for growth and collaboration as lawmakers work to assemble a spending plan that reprioritizes the needs of California students ,” he said .

That might prove a bit challenging with Brown , who has remained stoutly conservative in his budgetary outlook for upcoming years throughout his time in office . Once again , he sounded a cautionary note on the

Next year will bring a number of changes that will directly impact K-12 education in California . This election year will bring us a new governor and new superintendent of public instruction . But on the non-electoral side , we will also have a new president of the State Board of Education , as current President Mike Kirst has announced he will be retiring from his post in January 2019 .

Kirst ’ s retirement is not totally unexpected . He has been closely tied to Gov . Jerry Brown as his primary education advisor for more than four decades . At 78 years old , Kirst is certainly due for a well-earned retirement after many years of public service .

Kirst alluded to the fact that Brown was termed out in his brief announcement on his retirement decision .

“ We ’ ll have a new governor in 2019 and I will not share that same relationship with him or her . I couldn ’ t unless we had somehow met in 1974 and begun working together then . And so , it feels right to leave the board simultaneously ,” Kirst said .

Although Kirst has had a long list of accomplishments in education , perhaps the biggest contribution he will be remembered for is his leadership role in creating the Local Control Funding Formula with Brown . As Board President , Kirst presided over more than two years of sometimes contentious meetings as the SBE established regulations and adopted the Local Control and Accountability Plan template .

Certainly , ACSA is well aware of his many accomplishments , naming Kirst an ACSA Friend of Education Award recipient in 2015 .

In addition , during his tenure on the State Board , California adopted new standards in English language arts , mathematics and science . More recently , Kirst

Health framework . The public comment period is open for the Health Education Framework for California Public Schools , Kindergarten Through Grade Twelve . It presents an approach to health education that focuses on students learning skills and practicing behaviors that will lead to a lifetime of good health . The Education Trust released Education Watch , a new interactive data tool that includes state-by-state data on critical measures of educational opportunity and achievement , from prekindergarten through college .
