WWW.SOUTHERNULSTERTIMES.COM Lloyd amends Ethics Code By MARK REYNOLDS [email protected] After lengthy consideration and a public hearing, the Lloyd Town Board amended the town’s Ethics Code that will now allow a town resident to file a written complaint directly with the Ethics Board concerning a town employee or official. Previously for a resident to file a complaint with the Ethics Board they had to have a town employee or town official bring the matter forward, which some said could present a conflict of interest in itself or force the recusal of a board member. If the Ethics Board feels a complaint has merit, they will review the matter and issue an advisory opinion to the Town Board for their consideration and/ or action. The code states that the town’s Ethics Board shall render advisory opinions to the officers and employees of the town that have requested ethical clarification regarding their own conduct. In addition, the code states that the Ethics Board offers advisory opinions to the Town Board “regarding the conduct of any officer or employee of the Town.” The code notes that the Ethics Board may also make recommendations concerning the drafting and adoption of the town’s Code of Ethics “and any amendments thereto.” The code points out that it is the Town Board, and not the Ethics Board, that has subpoena power in the collection of information regarding a particular matter under consideration.
