By SHANTAL RILEY [email protected] After years of setbacks, a long-delayed plan to build an affordable-housing development on Broadway was approved by the City of Newburgh Planning Board this month. The Mid-Broadway Project is expected to see the building of 91 affordablehousing apartments and two retail spaces, including a 12,000-square-foot grocery store between Johnston and Lander streets. The planning board voted to approve the project at a meeting on Oct. 18. The vote was made two weeks after attorneys for developer Mill Street Partners presented the city with a notice of default, threatening a $31-million lawsuit if it did not follow through with a land development agreement approved in 2012. The action was triggered, in part, by the planning board’s decision to table a vote on the approval of the project last month. In September, the Newburgh City Council also tabled a resolution in support of the project, which attorneys said Mill Street needed in order to receive financing from the state. The council, however, voted to provide support for the project at its meeting on Oct. 10. The building is designed to house one-, two- and three-bedroom units.
