Business Owner’s Bill of Rights

A Rubik’s cube best characterizes Philadelphia's regulatory environment, simple on the surface but deeper engagement reveals a level of complexity destined to elicit undeniable frustration. A recent study gave the city a "C+" grade for its regulatory friendliness, demonstrating the demand for greater transparency and accountability in the delivery of government services.

Poor access to information continuously plagues business owners' interactions with the City. Hour after hour spent querying search engines will yield little information about regulatory procedures. Compounding this inability to easily access reliable information is inconsistent service delivery. Unstandardized policies and practices lead to dramatically different interactions depending on the representative. The resulting lack of confidence in reliable and consistent service leads to heightened stress and frustration when business owners must encounter government. Pennsylvania small businesses would need to pay an average of $4,217 in additional taxes in order to make up the difference in government revenue lost by tax avoidance.

Businesses should compete on the provision of goods and services, not their ability to hire special interest lobbyist. For this reason, the small business community has shown such strong support for measures to close offshore tax loopholes. Sixty-four percent of small business owners support ending the ability of corporations to defer paying U.S. taxes indefinitely on income diverted overseas, according to a 2013 poll conducted by the Main Street Alliance and American Sustainable Business Council.
