On July 12 , 2017 , the State Board of Education unanimously adopted a new policy for English learners , the California English Learner Roadmap : Educational Programs and Services for English Learners . Do you know what it contains and requires from us as educational leaders in California ?

With the California Department of Education estimating 1.3 million English language learners in California , it is imperative that we know and understand what this new policy is asking for all educators to do in order to effectively meet the needs of English learners ; a subgroup that has been known to have the widest achievement gaps

ACSA Senior Director Edgar Zazueta shares the association ‘ s analysis of the budget proposal .

Last week , Gov . Jerry Brown released his budget proposal for fiscal year 2018-19 , which includes money earmarked for full LCFF implementation and the statewide System of Support .

The governor proposes funding the Proposition 98 guarantee at $ 78.3 billion and creates a $ 3 billion set aside for full LCFF implementation . If approved , LCFF would be fully funded two years early .

The proposal includes $ 1.8 billion in one-time funding – $ 295 per ADA – as well as additional monies to raise the state ’ s Rainy Day Fund to $ 13.5 billion .

“ There ’ s an opportunity here before the governor leaves office to set a in the NCLB era .

EL Roadmap

The CDE website at www . cde . ca . gov / sp / el / rm / elroadmappolicy . asp highlights evidence-based practices , promising models , exemplary services and effective inclusion of new federal and state legal requirements . This new policy supersedes the 1998 English learner policy which was based upon Proposition 227 , the “ English Only ” movement . That movement had a historical context that narrowed instruction and learning for ELs .

For five decades , the narrowing of curriculum and learning occurred for English learners , as well as other student sub-groups , driven by legal policy implementation . To begin with , in the 1960 ’ s Civil Right era ,

See BUDGET , page 4 equal rights – regardless of race , ethnicity , gender , religion and / or national origin – were afforded . National origin , which included “ culture ” and “ language ,” produced policies at that time which brought about “ ethnic studies ” and “ bilingual education .”

However , that context narrowed to just “ language ” as the Lau vs . Nichols Supreme Court decision required that all students who spoke a language other than English to have a right to : 1 ) receive English Language Development ; and 2 ) receive “ access ” to core content curriculum ( in most cases , bilingual education and / or specially designed academic instruction in English served as a vehicle ).

Subliminally , “ culture ” was ignored and ethnic studies was cast aside .

Operating under the belief that building communication between families and teachers through home visits improves metrics like reading test scores and attendance , Parent Teacher Home Visits has commissioned three evaluations of its program .

Study 1 of the research conducted by RTI International and Johns Hopkins University has been released , focusing on implicit bias , whether PTHV relational home visits build trust , foster positive cross-group interaction and heighten awareness of stereotypes and unconscious assumptions .

According to a report , available at www . pthvp . org / what-we-do / results / i-research , RTI found that PTHV is a promising strategy for interrupting implicit bias that contributes to achievement and opportunity gaps among students of color and in lowincome neighborhoods . By connecting the most important adults in a child ’ s life , the PTHV process deepens the support that both educators and families can collectively contribute to their students ’ success .

Independent researchers conducted a landscape study that cited evidence that unconscious assumptions about race , socioeconomic status and culture , also known as implicit bias , are causative factors for documented achievement and opportunity gaps among students of color and students in poverty . Implicit bias is natural and unconscious , the study showed , but it also detailed research indicating that mindsets can change .

Relational approaches in particular , the study cites , are a powerful intervention for changing bias , especially ongoing practices

The University of California San Diego Extension Center for Research on the Regional Economy has identified the top 10 occupations with the highest projected growth rates .

Using growth rates and the most online job postings from labor-market data firm Emsi , the “ Emerging Careers for 2017 ” report details the most in-demand jobs both in San Diego and nationally .

Researchers focused on careers that required a bachelor ’ s degree with less than five years of work experience . According to its analysis , the top 10 emerging careers in the United States for college graduates in 2017 are :

• Interpreters and translators .

• Operations research analysts .

• Personal financial advisors .

• Computer systems analysts .

• Software developers , applications .
