During the final week of June , the U . S . Supreme Court ruled in Janus v . AFSCME that requiring agency fees / fair share dues is a violation of the First Amendment and are unconstitutional . The decision has generated a tremendous amount of media attention and no doubt discussion and questions in your organizations .

In anticipation of the Janus ruling , unions in California rushed Senate Bill 866 , a budget trailer bill , to limit the impact of the decision on public employees . SB 866 has been signed by the governor and takes effect immediately . ACSA anticipates confusion implementing SB 866 and how this legislation will intersect with the Janus decision .

Throughout his career in both K-12 and post-secondary education , Keith Larick has been lauded by his colleagues as exemplary in his belief in and commitment to education . A retired superintendent , having served in Placentia-Yorba Linda , Sacramento City and Tracy Unified school districts for more than 20 years , Larick currently serves as the chair of the Brandman University doctoral program . New supes training . ACSA ’ s New Superintendents Seminar Series is a professional learning program that has successfully assisted first- and secondyear superintendents for more than 14 years . The program places participants into a yearlong cohort and tackles the current issues faced by superintendents in five one-day workshop settings . Each workshop in the year-long cohort is comprised of session topics based upon the California Professional Standards for Educational Leaders delivered by experienced superintendents . For a large part of Gov . Jerry Brown ’ s eight years in office , members of the California Legislative Women ’ s Caucus and other champions of child care and preschool programs for 3- and 4-year old children have been calling on the governor to increase investments for the zero to five population . While several gains have been made , including close to a total of 10,000 new preschool slots made available to school districts by the end of the 2018-19 fiscal year , early childhood education proponents will likely continue to make this pitch to the next governor .

Budget increases state investments in early childhood education

To keep commitments made in prior budget negotiations , Gov . Brown and the Legislature updated the Standard Reimbursement Rate and State Preschool Reimbursement Rate , commencing July 1 , 2018 , to reflect a cost-of-living-adjustment .
